When Mr Marsh left, the session was nearly at an end, excepting regards the Opium Ordinance, and the Members of the Legislative Council - naturally desirous of being released from their labours during the hot and trying summer months.

The Public Health Ordinance, however, was in the estimation of the Executive of such vital and pressing importance that it was determined to read it a first time, as has now been done, with explanatory statements from the mover and seconder of the bill, and pleas of urgency from myself, together with a suggestion that the Legislature should be specially re-assembled to proceed with the bill in about a month's time to allow for full consideration.
